I heard , in VN , only 1/ 1000 of population has some knowledge of Han and nôm characters
How did he come to his passion .? Has he a blog about his motivations and works ?

Tieu Chi learned Han in a temple, I think. He spent a few years in a temple, during which time he also learned a lot about Buddhism.
As for the rubbings/stampings, yes you are right. They are a great historical resource, but it will be really nice when the EFEO completes the database that Philippe Papin mentions at the end of that article.
